For two planes:

$$P_1=0$$

and:

$$P_2=0$$

the locus is given by:

$$\frac{P_1}{\sqrt{A_1^2+B_1^2+C_1^2}}=\pm\frac{P_2}{\sqrt{A_2^2+B_2^2+C_2^2}}$$
