Let the marked-up price be 'm', cost price be 'c' and selling price be 's'.
From the given information,
42m = 70c => c = 0.6m.
25s = 21 m => s = 0.84m.
Profit% = (S.P - C.P)/C.P * 100 = (0.84m-0.6m)/0.6m * 100 = 40%
