The question is necessary conditions. The necessary conditions can be 1 and 2 or 2 and 3. Since 1 and 2 are not given in the options, that is why we went for 2 and 3. In this case, 1 and 2 or 2 and 3 are necessary points without which question cannot be solved.

Manu Sir , I think it should be conditions "sufficient" to answer the question , isn't it ?
