MDI GURGOAN application

MDI asks for an "Income Certificate issued by GOI (ITR not accepted)(Applicable if family income upto Rs. 8 Lacs)" for family income up to 8L. I have an income certificate issued by the State Government (not Delhi). Is this valid for MDI, or do I specifically need a GOl-issued certificate? (It is not star marked, but my family income is below 8 lakhs)
