Linear questions question doubt

Hi can someone please provide the solution for this question? The solutions section does not have a proper solution. Problem I am having is that in every iteration the value of y seems to be decreasing as if I replace y -> y+1 in y = 2

I get y+1=2 -> y=1 .....
