Hi Ayush,it is 100% true that you dont have to understand or extract the entire passage..but skimming is a double edged sword.If used correctly with the perfect method it can save ample of time but if you are missing some key points because of an incorrect method you will loose out on marks!So make sure that you are mastering that method through a lot of reading!KEEP PRACTISING.
