Hi Hitesh. The ideal state mentioned here refers to both a patient and the system under scrutiny by philosophy. A doctor need not know what is the ideal condition of the human body, no one does. The best the doctor can do is to cure the woes being faced by the patient by listening to him. Similarly, there is no ideal government we know (democracy too has its fair share of drawbacks) but we still try to contemplate how the world could be governed better, by looking towards the problems prevalent in the society.
As I mentioned, the part where the conception of an ideal state is immaterial is mentioned is missing in Option C. Hence, it needs to be rejected. Hope this helps.

but in option a its mentioned that taking notice of system symptoms helps in diagonsis, and in C option its mentioned regrading that they should listen to complaints and solve it sympathetically so shouldnt that precede whats mentioned in option A? and can you also explain what u mean by ideal state over here??ideal state as in system and patient's state ??

Hi Kriti. The passage concerning gentrification has a part where philosophy is being espoused to arrive at a solution. Now a general query arises that how can an idealized subject like philosophy provide any real contribution. The author justifies this by saying that philosophy can be used to diagnose injustice. Then comes the main point of contention as far as this particular question is concerned.
A basic summary of the similarities looks like this: The diagnosis in either method can be carried out without a conception of the ideal state, and by empathizing, critically examining what the patient/victim says. Note here that ignorance of an ideal state is an important aspect of the similarity, which must be included. Without that, the answer would be incomplete.
C provides a fairly comprehensive insight into the latter part but misses out on the part where ignorance about the ideal state is mentioned. Option A provides a brief insight of both, hence is a more appropriate answer. Hope this helps.
