Free mock cat 1 is at par with CAT ? i felt it was much below cat level

yeah i too felt the same.

IMO VARC was significantly easier,dilr on par and quants harder.Overall it can be considered slightly easier.Initially upon taking it I felt the same but then I realised it was the very easy varc which made me consider the paper as much below cat level.
