Are the following two statements identical? (A) If M is selected, N has to be selected (B) N is selected only when M is selected?

Nope, they aren't identical. (A) Either M&N are selected together or N goes alone. (B) There's a possibility of N being selected, given M is already selected. Thus, N cannot be selected alone, but M alone can be selected.
