It's 17 ,when k=0 ,but in question it's not clearly whether first least or second least or third least so it can't be determined

I think least number should be 138,then answer should 12. how 15 came,please explain.

Baalaaaaji R, when the question says least, its axiomatic that for the least value we consider the lowest possible value (which here is 0). So I am not sure if your notion of "multiple least " values make sense. There has to be one "least value", cuz you know... its least. (Correct me if I am wrong)
