Let the cost price of per kg wheat is x Rs. and he sells y kg at 20% profit.
So, $$y\times x\times0.20+\left(1600-y\right)\times x\times0.12=0.17\times1600\times x$$
or, $$0.20y+\left(192-0.12y\right)=272\ .$$
or, $$y=\frac{272-192}{0.08}=1000\ .$$
