Solution

$$(7 \times 6 + 5 - 15) \div 4 + 6 \div 3 - 4 + 18 \div 3 = \dfrac{32}{4} + \dfrac{6}{3} - 4 + \dfrac{18}{3} = 8 + 2 - 4 + 6 = 12$$
