Solution

Percentage decrements in the consumption of sugar = $$\frac{rate}{100 + rate} \times 100$$

= $$\frac{20}{100 + 20} \times 100$$ = $$\frac{20}{120} \times 100$$ = $$16 \frac{2}{3}$$%
