Let there are $$x$$ shepherds.
=> Number of heads = $$48+42+11+x=(x+101)$$
Number of legs = $$(48\times2)+(42\times4)+(11\times4)+(x\times2)$$
= $$96+168+44+2x=(2x+308)$$

=> $$(2x+308)-(x+101)=224$$
=> $$x+207=224$$
