If the more articulate members of a community formed a coherent and united class with a common interest, democracy would probably replace in to the rule of that intelligent, educated minority; even as it is, the democracies of the modern world are much closer to this fate than they are to the much-canvassed dangers of mob rule. Far from oppressing the cultured minority, or any other minorities, democracy gives more of them more scope to have their way than any other system does. This is the lesson of experience.
