Let price of sugar = Rs. 10/kg and consumption = 10 kg
=> Expense on sugar = Rs. 100
New price = $$\frac{130}{100}\times10=Rs.$$ $$13$$
New expenditure =Â $$\frac{110}{100}\times100=Rs.$$ $$110$$
=> New consumption = $$\frac{110}{13}=8.46$$ kg
$$\therefore$$ Decrease in consumption = $$\frac{(10-8.46)}{10}\times100=15.4\approx15.38\%$$
