In Q18 of lrdi free sectional how did we came to Bihar as answer kindly provide detailed approach for the same cause it's not been mentioned

In LRDI free sectional test in Q16 why have we choose 2011 and 2010 as figure to compare and further is it wrong to compare figure of 2006 and 2007 cause by going through 2006 and 2007 largest drop is observed in Bihar rather than Assam making my answer incorrect
