in this question 0.4^60 is written as 4^60×10^-60 then converted 4^60 into logarithms and subtracted it from 60 why did we subtract it from 60? can you explain it!

I am able to form quadratic equations and then i am unable to factorize them quickly so i want to know how to quickly find roots of a quadratic equation(QE) like not simple QE complex one which have product of roots as >=3 digit numbers
