So, the minimum possible value of q/r = 10/(-5) = -2

Case 1: If q=2, r=-5 q/r = -0.4
Case 2: q=2, r= 17 q/r= 0.1
Case 3: q=10, r=-5 q/r = -2
Case 4: q=10, r=17 q/r = 0.58
Out of 4, case 3 gives the least value.
