Doordarshan is concerned about the quality of its programmes particularly in view of stiff competition it is facing from Star and other satellite TV channels and is contemplating various measures to attract talent for its programmes.
Course of Action :

I. In an effort to attract talent, the Doordarshan has decided to review its fee structure for the artists.
II. The fee structure should not be revised until other electronics media also revise it

Solution

The basic premise is related to having solutions in hand that will allow Doordarshan to attract better talent for its programmes. 

Statement 1 is a valid course of action since a revised pay structure would attract better talent as Doordarshan's pay structure will be better when compared to its competitors. 

Statement 2 is invalid, since this will not let Doordarshan to stand out among the competitors.
