Course of action:

I. The Government should consult the trade unions in this regard.
II. Software companies should submit detailed proposals to the Government

Solution

In this question, the basic premise is the possibility of increasing the software budget based on concrete suggestions/plans as to how the increased budget would be used. Hence, the course of action in this scenario shall be related to the possibility of having concrete suggestions, which is exactly what the second statement provides for. The first statement regarding the trade unions is not apt in this context, because consulting them would not contribute to the possibility of having a concrete plan.ย 

Therefore, only the second course of action is correct.ย
