$$\Rightarrow 2(bh+hl) = 448$$

$$\Rightarrow (bh+hl) = 224$$

$$\Rightarrow (b\times8+8\times18) = 224$$

$$\Rightarrow 8\times b = 224-144=80$$

$$\Rightarrow b = 10$$

so the answer is option A.
