After 5% discount on the marked price of Rs 25,000 ,the price become = $$0.95\times25000=23750\ Rs.$$

Let say, he gave x% discount .

So, $$23750\left(1-\frac{x}{100}\right)=20900\ .$$

or, $$\left(1-\frac{x}{100}\right)=\frac{20900}{23750}=0.88\ .$$

or, $$\frac{x}{100}=1-0.88=0.12\ .$$

or, $$x=12\ .$$

C is correct choice.
