During 2000 to 2003,
Total number of the students passed out (in thousands) = 4+6+6+9 = 25
Total number of students admitted (in thousands) = 6+9+8+12 = 35
=> Required ratio = $$\frac{25}{35}=\frac{5}{7}$$
