$$(9 + 3 - 16 \div 4 + 10 )+ {(3 + 5 \times 2 \div 10)} \times (18 - 4 \text{of} 5)$$

$$=(9+3-4+10)+(3+5\times\frac{1}{5})\times(18-20)$$

$$=\left(18\right)+(3+1)\times(-2)$$

$$=18+4\times(-2)$$

$$=18-8$$

$$=10$$
