If two tangents are drawn to a circle from one external point, then their tangent segments (lines joining the external point and the points of tangency) are equal.
Thus, AP = AR and BQ = BR --------------(i)
Also, OP = OQ
=> OA + AP = OB + BQ
Substituting value from equation (i), we get :
=> OA + AR = OB + BR
