by solving , we get,

$$(38+\ 17)\div9\times\ 117+13-94=104$$
by solving we get ,
$$634\ne\ 104$$
Similarly Option C, $$-,\times,+,\div,-$$
$$(38-\ 17)\times\ 9+\ 117\div13-94=104$$
by solving we get,
$$104=104$$
Hence , Option C is correct.
