Given conditions : 

A is coded as '$$+$$', B is coded as '$$\times$$', C is coded as '$$\div$$' and D is coded as '$$-$$'

Given Equation : 

18 A 6 B 2 C 16 B 4 D 21

Equation After value putting : $$18+6\times\ 2\div16\times\ 4-21$$

Lets solve as per the rule of BODMAS : 

$$18+3-21$$

= 0 

Hence, Option C is correct.
