Solution

$$11\times2+1 = 22+1 = 23$$

$$23\times2+1 = 46+1 = 47$$

$$47\times2+1 = 94+1 = 95$$

$$95\times2+1 = 190+1 = 191$$

Hence 47 will come in place of the question mark.
