Statement : Chotu was caught by school principal for cheating in exams fourth time this year despite giving warning by the principal.
Courses of action :
I. Since warnings were clearly given earlier, Chotu must be rusticated from school.
II. School authorities must specially start conducting open book exam for children like Chotu.

Action 1 will be the too extreme step as it may ruin the life of Chotu. Hence action 1 does not follow.
Action 2 encourages special exam for different students which can be unfair for the particular group of students. Hence action 2 does not follow.
Thus, both the actions do not follow.
Hence option D is the correct choice.
