Assuming the volume of the wire remains constant. $$ \pi d ^ {2} \frac{h}{4} = \pi D ^ {2} \frac{H}{4}$$

So, $$ D ^ {2} = 1 \times \frac {8}{18} $$

So, D = 2/3
