average production of company X in the period 2002-2004 = $$\frac{250+500+400}{3}=1150$$
average production of company X in the period 2002-2004 = $$\frac{350+500+400}{3}=1250$$
the ratio is 1150 : 1250 = 23 : 25
so the answer is option C.
