The number of employees who got promoted from the HR department was what per cent of the total number of employees working in that department ?

The number of people who got promoted from HR dept (from pie chart 3) = 11% * 1200 = 132

Total employees in HR dept (from pie chart 1) = 12% * 3600 = 432

So, the required percentage = $$ \frac{132}{432}*100 $$ = 30.56
