Study the given information carefully and answer the questions that follow.

The criteria for selecting an Accountant for a marketing organisation are as follows:
The candidate must:
1. not be more than 30 years of age as on 1st January 2021.
2. have got First Class (at least 60% of marks) in Master's Degree in Commerce.
3. have secured at least 60% in the written test and more than 55% in the interview.
4. have experience of working in the Accounts department of any organisation for at least one year.
However, if the candidate fulfils all the aforementioned criteria, EXCEPT:
5. at (1) and (3) above but belongs to the SC category, the case is to be referred to the Chief Accounts Officer.
6. at (2) and (4) above but has secured at least 70% in the written test and at least 65% in the interview, the case is to be referred to the Director, Accounts.

Based on the given criteria and without assuming any additional information, you have to a take a decision for the following candidate.

Vikash, an SC candidate, completed his Master's Degree in Commerce scoring 65% of marks in 2016 at the age of 23. Then he worked as an Accountant for 2 years in an organisation. He has
secured 62% in the interview and 60% in the written test.
