Approximately how much percent of voters did not caste their votes?

Number of voters did not caste their votes = 1 + 9 + 5 + 8 = 23

Total number of voters

= (45 + 40 + 1) + (73 + 88 + 9) + (51 + 47 + 5) + (56 + 51 + 8) = 474

=> Required % = $$\frac{23}{474} \times 100$$

= $$4.9\%$$

=> Ans - (A)
