let the vote cast for two candidates is 4x and 9x.

winning candidate gets 9x votes = 984321 (given)

$$9x\ =\ 984321$$

$$\therefore\ x\ =\ \frac{984321}{9}=109369$$

Total votes polled = 9x + 4x = 13x

$$\therefore109369\times\ 13=1421797$$1
