Solution

Applying BODMAS rule,

$$\left(-4\right)\left\{19-\left(-2\right)\times\left(-8\right)\right\}$$

$$=\left(-4\right)\left\{19-16\right\}$$

$$=\left(-4\right)\times 3$$

$$=-12.$$

So, option D is correct.
