Solution
No. of visas issued for country A in Mar = 400
Since, it is decreased by 20% from previous month i.e. Feb
No. of visas issued for country A in Feb = 500 [Since, 20% of 500 is 400]
No. of visas issued for country A in May = 360
Required ratio = 500/360 = 25:18
