As we know that $$100\%\ =\ 360^{\circ\ }$$.
$$1\%\ =\ 3.6^{\circ\ }$$
Difference between the percentage of the sectors for C2 and C4 = (19-13)% = 6%
6% = $$6\times3.6^{\circ\ }$$
