The sum of the square of the numbers is done here.

$$3^2+4^2 = 9+16 = 25$$

$$7^2 + 24^2 = 49+576 = 625$$

$$9^2 + 40^2 = 81+1600 = 1681$$

Hence 1681 will come in place of question mark.
