Let say Per person planned expense =  E

Total Expense = 10E

2 Person opted out

so total expense to be shared by 10-2 = 8 People

Expense per person  $$= 10\frac{E}{8} = 1.25E$$

Increase in expense per person = 1.25E - E = 0.25E

% Increase in expense per person $$= \frac{0.25E}{E} \times100 = 25 $$%
