'+' means 'x', '-' means '+', 'x' means '÷' and '÷' means '-' then substituting we get

$$ 6 \times 7 \div 3 + 8 - 20 $$

$$ 6 \times \frac{7}{3} + 8 - 20 $$

$$ 14 + 8 - 20 $$ = 2
