A question is given followed by two arguments numbered I and II You have to decide which of the arguments is a 'strong' argument.
Question: 

Should the people of India pay taxes to the government?
Arguments:
I. Yes, taxes have to be paid to the government to run the country.
II. No, taxes need not be paid, as a person has to look after his /her needs first.

Here issue has been raised regarding tax paying. First argument is strong. Because without getting tax from public, government can't work for the basic need of public (like road, water etc..) and social work (like subsidy) for required person. So It is necessary to pay tax. 

Since the government provides certain functions to the common man , it is imperative that the government would need funds for it. The second argument is weak.
