 5 # 3 @ 3 = 12 and   7 # 2 @ 4 = 10

here # is multiplication and @ is substraction

 5 * 3 - 3 = 12 

 7 * 2 - 4 = 10

so,

 2 # 9 @ 5 =  2 *  9 - 5 =13
