I. Mr. Gopal went on strike.
II. Mr. Gopal did not participate in the strike.
It is given in the statements that some of the government employees went on strike. Also, Since Mr. Gopal is a government employee, he either participated or did not participate in the strike.
Thus, either conclusion I or II follows.
