C is the 3rd letter

E is the 5th letter

I is the 9th letter

O is the 15th letter

3, 3+2, 5+4, 9+6, 15+8 = 23

So, we are looking for the 23rd letter which is W. 

The numbers are just prime numbers in order, so the next prime number is 11.
