Solution
O is lighter than only three other bags, => O is the second lightest bag.
M is heavier than Q but lighter than P, => P > M > Q
Also, P is not the heaviest, => N is the heaviest.
$$\therefore$$ N > P > M > O > Q
N is the heaviest.
