It is given that each person is having different heights and let arrange the persons in descending order of height

it is given that K is taller than L and H, so the possible pattern are

K -L-H

or

K-H-L

It is given that J is not the shortest and so possible patterns are :

J-K-H-L

K-J-H-L

K-H-J-L

J-K-L-H

K-J-L-H

K-L-J-H

As we can see that there is no particular pattern through which we ca decide who is the tallest and hence answer can not be determined.
