Total number of projects handled by company B in 2003 and 2004 = 130 + 320 = 450
Average number of nongovernmental projects handled by company B in 2003 and 2004 = 127
=> Total non governmental projects handled = 127 * 2 = 254
$$\therefore$$ Total number of governmental projects handled by the same company in 2003 and 2004 together
= 450 - 254 = 196
