(I) p received 17 votes more than q and 103 votes more than r.
(II) Total votes cast were 1703.

Let the votes received by P = p, Q = q, R = r.

p = 17 + q = 103 + r

Total votes cast = 1703

using all 3 eqns,

p + q + r = 1703
